Kotlin on DEVAE
Kotlin on DEVAE covers both halves of the language's life: Android apps built with Jetpack Compose, and server-side work with Ktor or Spring. Multiplatform projects are a frequent topic, as are coroutines and the practical questions about structuring a codebase that mixes Kotlin with legacy Java. Rooms are useful for pairing on an emulator or a build problem, since you share the screen and the Gradle output rather than describing it.
The Kotlin hub →Developers in Dubai
Dubai runs on regional headquarters, free zones and an overwhelmingly expatriate workforce, so English is the working language and teams are assembled from across South Asia, the Middle East and Europe. Salaries are untaxed, contracts are tied to residency visas, and the time zone bridges Europe and South Asia.

No. The location is just a filter. Members work with people across time zones every day; Dubai simply makes it easier to find someone who shares your hours or wants to meet in person.
